Since there are no regulations for biodiversity protection in these areas, some countries and companies have taken advantage to massively expand their fishing industry. Consequently, Chinese vessels engage in massive fishing right on the edge of our exclusive economic zones. This agreement lays the groundwork for the creation of protected areas in waters that don't belong to anyone.
